Dear President Bush:

You said in your recent press conference "Frankly it's not helpful what the=

Israelis have recently done in order to create conditions for peace."
=A0=A0=20
In May of last year Israeli Prime Minister Ariel Sharon declared a=20
unilateral cease-fire. =A0 The Palestinians showed their gratitude by bombin=
g=20
the Dolphinarium nightclub in Tel Aviv on June 1. =A0 Even in the aftermath=20=
of=20
that PLO perpetrated massacre Prime Minister Sharon held his fire=20
hoping--vainly as it turned out--that his extraordinary restraint would=20
promote actions for peace among the Palestinians and provoke the sympathy=20
from the US for Israel's cause. Therefore it was more than inappropriate for=
=20
you to remark that: "I certainly hope that Prime Minister Sharon is=20
concerned about the loss of innocent life. =A0 We certainly -- I certainly a=
m."
=A0=A0=20
In your speech you acknowledged Israel's right to defend itself against=20
terrorism. =A0 What then should Israel do? =A0 The refugee camps are=20
strongholds of Palestinian terrorism. =A0 When Al-Qaeda terrorists were=20
operating from within Afghan population centers with the blessing of the=20
people there you did not hesitate to send US bombs into the population=20
centers. =A0 When civilians were killed as a result you correctly concluded=
=20
that their blood was on the terrorists' hands for operating in civilian=20
areas even though you are so concerned about the loss of innocent life jus=
t=20
as Prime Minister Sharon is.

You urge Israel to exercise restraint. =A0 But as Colin Powell learned from=
=20
Vietnam restraint only prolongs the war and gives the enemy time to regroup=
.=20
=A0 It is far better - and more humane - to use overwhelming force to bring=20=
the=20
war to a swift conclusion. =A0 Thus in October 2000 Israel acted decisivel=
y=20
to quell rioting by its Arab citizens with the result that only 13 of them=20
were killed. =A0 Thus far however it has acted with restraint in Judea=20
Samaria and Gaza not wishing to topple the Palestinian Authority or impose=
=20
undue hardship on the civilians. The result is that the PA is still able to=
=20
continue its campaign of terror and the death toll continues to mount.

After September 11 you declared that any regime which harbors terrorists is=
=20
a terrorist regime and should be eliminated. =A0 Arafat has proven over the=20
past 8-1/2 years -- and especially during the seven years of peace talks tha=
t=20
preceded the intifada -- that he has no intention of uprooting the terrorist=
=20
infrastructure from the areas he controls.

Please tell Arafat what Tony Blair told the Taliban: "Surrender terrorists o=
r=20
surrender power."
