Subject: Support Israel: Pandering to Terrorists is not in the Interest of The United States

Dear Sir:

I want to thank you again for your support of Israel in its war against terrorism.

However I was shocked to find that your administration is pandering to the interests of the Arab and Oil lobbies by delaying the implementation of the provisions of the Anti-Terrorism Act of 1987 in regard to the Palestinian Liberation Organization. I am referring to the Presidential Determination No. 2002-14 of April 16 2002. Such a suspension is in direct contradiction to our county's war against terrorism.

I am certain that our reaction to another country's direct or indirect support of a known terrorist organization would bring out our immediate condemnation of that country. Imagine a country declaring that it would suspend sanctions for six months with regard to the Taliban or Al Queida.

The Palestinian Liberation Organization is at the forefront of terror in the Middle East and through out the world. Your suspension of sanctions is hypocritical and a big disappointment to me.

Once again I urge you to continue to support the People and Government of Israel in the quest for peace and security.

Waiiver and Certification of Statutory Provisions Regarding the Palestine Liberation Organization

Memorandum for the Secretary of State Pursuant to the authority vested in me under section 534(d) of the Foreign Operations Export Financing and Related Programs Appropriations Act 2002 Public Law 107-115 I hereby determine and certify that it is important to the national security interests of the United States to waive the provisions of section 1003 of the Anti-Terrorism Act of 1987 Public Law 100-204.

This waiver shall be effective for a period of 6 months from the date hereof. You are hereby authorized and directed to transmit this determination to the Congress and to publish it in the Federal Register.
